Work has now begun to turn the temporary car park on Queen's Drive into a COVID-safe fitness area.
Groundworks began last week to remove the previous foundations.
Coronavirus case rates are decreasing across Devon, but are rising in Plymouth, South Hams and Torridge.
In the East Devon district, case rates have fallen by 15%, with 29.4 cases per 100,000 for the seven days up to and including 25 March compared with 34.9 in the previous week.

Devon County Council is encouraging residents to pass on household items instead of disposing of them in a new scheme to reduce waste.
The scheme, called 'Tuesday Tables', will begin on 6 April and continue every Tuesday for the foreseeable future.
Bumble & Tee café will hold a treasure hunt in Phear Park for the duration of the Easter holidays.
Running from 2 to 18 April, the hunt will take place all day.
East Devon District Council is offering grants for businesses that were forced to close or have been negatively affected by the coronavirus pandemic.
The types of grants available include the Local Restrictions Support Grants (LRSG), the Closed Business Lockdown Payment (CBLP), and the Additional Restrictions Grants (ARG).

Exmouth is to get new charging points for electric vehicles in two of its car parks.
District councillors have backed proposals that will see five rapid charging points at the Imperial Road car park, and two at the Town Hall car park. Each charging point serves two bays.
